According to the head of the Duma committee on the financial market, after collecting all the opinions, a “verified” position will be formed, which will be reflected in the law.
Within six months, a “verified decision” on cryptocurrencies in Russia will be made, said the head of the State Duma Committee on the financial market, Anatoly Aksakov, during the RBC-Crypto conference “Crypto assets: what you wanted to know about regulation, but were afraid to ask.” Aksakov recalled that the Central Bank is accepting proposals for its report until March 1, after collecting all opinions, a position will be determined, which will be implemented in the law.
On January 20, the Bank of Russia released a report for public discussions, in which it proposed to introduce a ban on the issuance, circulation and exchange of cryptocurrencies in Russia, as well as the organization of these operations. The regulator also considers it necessary to ban the mining of digital assets and start monitoring Russian investments in cryptocurrency on foreign trading platforms.
Speaking about mining, Aksakov noted that this is a “numerous business” in Russia, which employs hundreds of thousands of people. According to the deputy, “a lot of questions” arise in connection with their activities. In particular, miners pay for electricity at reduced rates and do not pay taxes, since their business is not included in the register.
“These issues need to be discussed. Taxes from this business are estimated in billions of rubles. Some talk about 50 billion in the first stages, some about hundreds of billions, ”the head of the Duma committee emphasized.
Earlier, Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications Anton Gorelkin said that the ban on cryptocurrencies could negatively affect the high-tech development of Russia. Gorelkin called many of the arguments of the Central Bank reasonable and correct from the point of view of economic security, but he also agreed with the position of experts who see the future in blockchain technologies.
